SPOILER:
The Titans and the People inside the walls are of the same tribe / race, the eldians. They can turn into titans under certain circumstances and were partially imprisoned on the island and partially enslaved by the marleyans, another people.
The Backstory is that the marleyans (falsely) claim to have been genocided by the eldians centuries ago and use this claim to force the eldians into servitude and infighting.
Basically, the whole story is about one race being forced to fight for a new world order because of a alleged genocide that never happened.
As the Eldians all have german names (Ackermann, Jäger etc) and use ww2 era german weapons (in marleyan servitude) and medieval age german muzzleloaders and rocket launchers (on the island), are said to be sons of ymir and are denounced for committing genocide, they are pretty obviously supposed to be german or at least germanics, which obviously aren't black.
On the other hand, the marleyans are shown to be a small, rather weak state that surpresses it's neighbours mostly through their eldian soldiers, justify their crimes with the claim to have been victims of genocide once and are shown to be rather greedy and dishonorable, so it shouldn't be to hard to figure out who they represent.
Honestly, I'm surprised that such openly antisemitic and revisionist literature hasn't yet attracted the SJW.
