We took a page from the British Empire, if you want to keep managing a massive nation you need to amass soft power (money and trade) and as long as you keep your debt marginal (below around 150%) you will be able to manage fine. A lot of people don't remember it, but the British Empire had 400 million people in the 1800s (25% of the global population then, you can be sure most of them were "minorities") and look how well the British Empire did with all of them. In the modern age its even more difficult to run a massive country.
