Anyone can run a server, if you have the necessary hardware you could set it up yourself and all you would have to do is keep it running 24/7.
But, that is expensive and would take a while to set up.
The alternative is purchasing a website from a company. This way you only pay for upkeep while the company does maintenance and keeps the hardware (on their end) up to date so you don't have to worry about it.
There are some other ways you could DIY it but it would again take a lot of effort.
