You are allowed to make tax-free home made wine and beer, which is indeed a specific clause in alcohol legislation. You can’t profit from it though. If you want to sell it legally, you need a special permit, and you need to pay tax.
Legal distillation process alone needs a special permit which is taxed, then selling a distillate is another tax point, plus needs a special permit. Your book keeping needs to be at autistic level to clear constant inspections considering your production and sales.
