I don't know enough economics to understand or explain it but its something like this.

Manufacturing countries set their currency low against the USD. Countries like China and India. It attracts outsiders into the economy.
Its the opposite for European countries. But 10x complicated.

Its also to balance the import and export.

RBI( reserve bank of India) can manipulate the Indian rupees and make 1USD=1INR. But US and other companies will move out because they only set offices here to minimise their expenditure.
