Most of that is Siberia, where no one lived, so they could just, like, go and claim it after Russia was unified in, ehhh, XVI century? Something like that. Most of this land isn't really populated though, majority of Russians live in Europe and most of the rest are people living at the souther borders of Asian part iirc.
