I've seen birds like that before. It's a fledgling that fell from its nest. They'll awkwardly waddle and try to hide underneath or up against things. Assuming that's all he done the bird is fine as far as his fault is considered. The bird in general however is fucked, most likely starved or was eaten by a predator.
