Either it's too expensive to fully replace a road or it will take too long to fully replace are the usual reasons. Plus, it would be stupid to replace certain high-traffic areas with terrain that doesn't work for every general type of vehicle.

Then quit thinking in the short run. No viable solution exists if you are hellbent on wasting money on the fucking roads. After a few years it ends up costing more to maintain these roads than to replace them with a more low maintenance and weather tollerant system.
