as I remember USA didn't had Net Neutrality Regulations before 2015, wasn't everything fine? It was only Verizon slowing or blocking sites for short amount of time, before they faced backlash from public, and if your ISP blocks or slow downs any site, just find another one

Yes, that's only Fiber,DSL and cable providers
there are other countless satellite and mobile Broadband providers, and if you somehow can't even find one provider that doesn't block sites, just use VPN
