When cars were first invented in America, the first owners were driving Model Ts and such, and as cars slowly became more powerful (and dangerous), they got used to driving them. Parents were able to teach kids about safety, vehicle safety courses and regulations were set up, etc.
In China it's just "here Ching Chong, have a 50 ton coal truck and deliver this shipment to Long Dong." And it's not just the drivers who are clueless, pedestrians (especially in rural areas) aren't used to vehicles either and often go full retard and stand in the middle of the road.
