Plebiscite is an English word dbh. I don't know what the distinction between a plebiscite and a referendum is but there's a few that we use the Slovene equivalent of plebiscite (plebiscit) for (namely, the independence plebiscite and the Carinthian plebiscite after WWI) and for the rest, referendum.
