All in all it's just facebook + tumblr ("user wall") + soundcloud + twitter (hashtags, trending stuff, etc) mashed together.
It's probably completely useless for foreigners because most music wouldn't be accessible there, so you better off with literally any other streaming service.
I can't see a reason a foreigner would use that website. I don't use it, but it's because I have 0 russian "frens" and all my internet activity happens in the english segment. There's no need in that website at all, besides music, for which even yandex.music is already on par with it imo.
