It's a tremendous and terrible grind. Here's a quick sum up

>In Standard Edition, the 20 base operators cost between 500 renown and 2000 renown. The DLC operators cost 25 000 renown.

>In Started Edition every operator is 12 500 renown.

You get about 200 renown per game. The base ops are usually more important than the DLC ops. Normally you can get all 20 in maybe 20 hours of play. In the starter edition it's 10-15 hours just to unlock one operator. Even Ubisoft advises against it.

i want Stellaris real bad but i know its pretty lame without the DLC, which costs way more than the base game and some of it is not even included in the bundle.
also what the hell is the point of nova and galaxy edition if they dont actually contain DLC?
