make progressive statements etc about allowing anyone to join and creating pro-trans/gay/etc military stuff
eventually turn to proper conscription and enforce it for women too
selectively add them to "frontline troops" (read: meat for the grinder)
send them into dangerous territory and/or known enemy encampments
