We lock all those who enjoy anime and all records of anime on a island with now escape. Overtime the art will mutate until it becomes simmilar or exactly like western media. Doing this would bread out the anime effectivly deleting it from existence. The anime known now would be gone, those who enjoy it can however the rest of us will not have to deal with them as they would be isolated. Of course, a select few will keep tabs on them, waiting until the anime has mutated into something that resembles current western media or the cultivators of anime devolve into a weird caveman like creature with no way of being able to create anime. Either way it is a win win
