4chan stands at the center of this problem, the de facto monopoly it holds over imageboards exemplifies all of the problems your community has had to deal with: the harsh uncaring moderation killed most creativity, the life blood of any successful board, and moving operations elsewhere wasn't a viable option; it's impossible to bring new users in, these types of communities existed first on 4chan, have prominence on 4chan, and it takes a very special kind of user to go looking elsewhere for this kind of content when it is so readily available here, despite the lack of quality. perhaps another element that should be touched on is giving a community a common goal. I think it's fair to say that there was a resurgence in cirnoes posting both during the /mlpol/ raids, and more recently when pixel canvas was big on /bant/.
you described this yourself, trying in vain to create such a space (for examples /cirno/) after /jp/ moderation tightened up, but without new users these attempts stagnated and died, like the rest. but then /qa/ happened, and despite the many problems that board had, it existed as a fairly unmoderated space and being on 4chan allowed creativity to thrive and new users to join in, even if it was only for a short while. and with the creation on /bant/ and the events that have transpired here I think it only proves that, at least for now, these spaces can only exist and thrive on 4chan.
