"i could care less" is shorthand for "i guess i could possibly care less but it'd take effort to".
this is more indicative of apathy than "i couldn't care less", which is shorthand for saying "i don't fucking care". the latter is a more aggressive "leave me alone" statement. the two aren't interchangeable.
