Anything above that, we're not anywhere near as inclined to act in their interests. Coupled with human greed, that's how politicians fuck up so much.
Besides that you can't act in enough people's interests at once when you're dealing with a society that has most of the population in urban centers that can't support themselves. You're always going to be taking away from one group or another to prop the one you're representing up.
