When the Japanese police report a death, they have to testify in court the cause of death. They have to prove beyond a reasonable doubt that the cause of death was suicide. In 90% of cases, the Japanese police are dealing with more suicides than they can realistically go through with proper court proceedings. As a result, most suicides in Japan are reported as "death by misadventure" as you'll see in pic related.
