That's probably because the inner cities were often already used by important buildings so that we couldn't build (m)any skyscrapers there.
And especially in germany, our regulations for building such large constructions are very strict.
but there are exceptions, Frankfurt/Main for example. Considering germany's size, we don't need more than one financial centre anyway.
