Remember when they introduced religion in Civilisation 4, but then you had to buy that aspect of the game via DLC in Civilisation 5?
You shouldn't encourage developers to release an unfinished game and charge you for the rest at a later date. They ought to just the release the game as full at a price that they're happy with. People who really want to play it will buy it and appreciate that they have the full game, instead of having parts of it that they may not like and knowing they'll have to pay more to get the parts they're more interested in.
