This type of cypher requires a key to be decoded, in this case 12030 is the key. For each letter in the decoded message you're supposed to move back or forward in the alphabet by the number of spaces the key provides you. For the 1st letter you pick the first key entry
For the 2nd letter you pick the second key entry
and so on.
