In the USA right now, if you are a foreign born person that gets a US residence or work Visa, or even if you don't in many circumstances, you can become a naturalized US citizen in just 5 years, so long as you have a green card and are living in the US permanently for those 5 years. You can even join the US military as a non-US citizen and gain US citizenship during your service, and if you have any children or a spouse, they automatically will also gain US citizenship even if they are still living in your origin country.
What the US cracks down on is illegal seasonal immigration, those that come here with no intention of getting a greencard or Visa, work a job, and leave the US taking their earnings with them.
