Obama, a refugee friendly president who raised the cap from (i think) 60,000 annually to 85,000 and then 110,000, only had 38,000 refugees actually settle here in 2016. So he raised the cap but it was all a political stunt to show how open he was to letting them in. In 2017 the cap was lowered to 50,000, a number which was hit in July. So xenophobic trump had 12,000 more refugees settled in six months than Obama had in a year. Trump doesn't actually give a fuck about them and neither did Obama, it's all politics and appearances
