I feel like it is somewhere in the middle, where it is big enough to have all the positives (loads of work, 24/7 services, good infrastructure, etc.), but isn't big enough to have most of the problems you mentioned.
The social system is barely able to support the retired elderly people, so there is no money for gibs for shitskins.
Due to historical reasons, most of the people living here are Czech, Slovak, Russian or Ukrainian (not counting tourists of course). The biggest minority after that are vietnamese who mostly just own small shops and markets.
