Every northern Mexican I have seen has been as dark as coffee beans with varying lighter shades and some really dark ones, these are the ones with the most Native American blood. If you go to southern/central Mexico you will find pale white people with blonde hair and blue eyes, but they are rare.
If using the government data, and including that Mestizos do have at least some Native blood, then up to 98% of Mexico's population could have Native American blood in varying amounts. By the same data, the bare minimum of Mexico's population that has Native blood is 51.5%. So either way, a large majority of Mexicans do have indigenous blood and heritage. The Spanish population in Mexico 100 years after the Spanish landed, was still outnumbered almost 3 to 1 by Native Americans.
