no one is building new nuclear weapons except the DPRK
new weapons technology is much more discriminate and focused on accurately killing what you specifically want to kill (hence the movement towards special operations and drones, etc.), as opposed to nukes which are very indiscriminate weapons
we're also moving away from war as a primary means of change and influence, as war is less and less common despite what the media would lead you to believe, it is also less and less direct as the world's major powers now prefer proxy warfare and regime change
the only credible nuclear threat is from terrorists, and even then that is not a civilization-ending threat
