BC fag here. Washington doesn't really get snow except if you live on the mountains. On the coast of the Olympic Peninsula all the way down to the southern most point at Cape Disappointment (that's actually what it's called, pretty nice there though) is warm in the winter at 5-10 degrees (40-50F) and rainy. If you want a more natural area to live in though, I would suggest Tofino in BC or Haida Gwaii. Astoria, Oregon is also extreme ly beautiful. Its on the mouth of the Columbia River and is one of the oldest towns in the American west coast, older than San Francisco I believe.

Astoria and Seaside are lovely places on the Pacific. Astoria isn't directly on the coast however, but it's close enough, and the victorian houses there are absolutely beautiful. To correct myself, Astoria was the first town on the Pacific and had the first post office west of the Rockies.
