Is the dmv an American exclusive pain in the ass? Do other country's departments have similar infamy for being slow and fucking time consuming?

DMV blows and yes it is slow everywhere. I can't stand to feel contained and anytime I have to go it makes me really pissed off.

Vehicle licensing and registration is private in Alberta. I once bought a used car, insured it and registered it on a Sunday afternoon, hassle-free. The other 9 provinces are communist, so that wouldn't be possible in their public systems.
