The optimal way would be to come up with a function where you input a person's genome and get a rating as output. The highest ranking people can breed and the lower ranks get castrated.
The problem is coming up with that function. What we need to do first is to collect a bunch of data. Get the genome, traits, iq, wealth, etc... of every living person and use it for machine learning. You don't even have to define what type of people you desire and what you think is successful. The algorithm will figure that out for you.
