I think that it shouldn't be the literal minimum though, I do think a federal or provincial police force is important, public land preservation, federal army, etc are all important, and that the government is basically the only thing that does attempt to preserve our rights, as other people will exploit it as well. We ought to have a system that encourages the government to preserve our rights rather than suppress them. While I don't know what system that may be right now, I think it's the most logical.
