You have to treat it like a colony moreso than just a building or something though. I imagine it would be more likely if and when Mars gets colonized, or at least starts to be.
Plenty of people want us to colonize mars to spread humanity, and the ocean is closer and arguably easier to build in and colonize. It could be a new home for humanity while still on earth, and all that.
