The leaves of gunpowder tea are rolled into small pellets, and when you put them in water they expand back and can be quite huge.
The taste quality is quite different to most bagged tea that's ground very tiny to increase the tea's surface area and doesn't get to expand properly in the cramped bag. Try some if you find some.
