The best 80s OVAs will always be better animated than modern TV anime, but modern TV anime is objectively better animated than most old TV anime.

For the most part, the anime industry really stagnated in the early 90s (not to say that it was bad by any means) and OVAs were getting generally smaller budgets than 80s OVAs and only the extremely successful studios from the 80s were shitting out great-looking 90s OVAs. It wasn't until the mid-90s when TV anime started booming again and effectively killed the OVA market and revived new life into the anime industry.
