I don't think classical music will ever be mainstream. Remember: Being a nationalist is all about the mainstream, not special snowflakes.
It is too expensive to produce. You need to train like fifty people with top tier education and provide complicated instruments for them and rent a huge ass building.
Also, musical culture is driven by young city people, especially girls. You think young city girls will like classical music above everything else?
Also also, does classical music even have that positive of an impact on people? I wouldn't be so sure.
