there are all kinds of benchmarks for 21 and under- this could prove to be a very useful ritual, strengthening social cohesion, discipline and individual pride
it could help negate the listless, existential angst so many people go through in their 20's when they realize life doesn't go according to what they planned. most people have (somewhat) figured themselves out by their mid 20's, so most likely wouldn't pick a stupid or thoughtless name. it could be an elevation of social status- something to look forward to and embrace and maybe even be seen as a new mark of maturity that encourages members of society to step up and shed immature, inefficient tendencies
