Many people forget that the region was much more unstable than it is now. I mean, Argentina had Six military goverments for fuck sake.
Chile, on the other hand, had just 2: One in the thirties that came along the stock market crash, and Pinochet, for well known reasons.
The military could have just rejected Nixon's money and kept aside the constitution, but they saw what was wrong, and it need it a fix.
