Sedona is in the mountains and is at about 1300-1400m and is easily 10-15 degrees Fahrenheit cooler than Phoenix year round. Flagstaff is at 2000m and is easily 20-30 degrees F cooler than Phoenix year round, and is actually cold during winter, with almost every night dipping into freezing temps from November to February. And Flagstaff isn't quite in a mountain range, but is next to one. Being in a mountain range makes the climate colder and wetter than usual. Which is why the White Mountains of AZ is where the coldest and wettest settlements in AZ are. As a general rule of thumb in AZ about 1500m is where the climate begins to be cooler and comfier and you get pine trees and streams don't evaporate instantly. Look at Payson and Prescott AZ. The comfiest elevation is usually 1800-2100m on the southern side of a mountain range or in the mountains themselves, examples being Heber-overgaard, Greer, Pine, Pinetop-lakeside, Flagstaff, and Mcnary AZ.
