So not entirely that weak, since only two other nations on Earth can outnumber them and outmaneuver Russian forces on the regional and world level. Those two are the US and China. The Russian Navy is historically weak though unlike the Chinese and US navies. The only real threatening things the Russian navy has is ballistic missile submarines and attack subs, but the US has a larger submarine fleet and all of our subs are nuclear powered, but they can still be vulnerable to Chinese and Russian subs, which means all we have is the number advantage there.
