can actually someone use drugs sporadically and be an functional member of society? is consuming drugs wrong in itself, as the act of doing it? or is our behaviour about their consumption wrong?

I think german posters can confirm they have 2 words for drug users, one for addicts, and the other for sporadical users who they call "drug seekers" but are not considered addicts, if they function well. is this correct? or is just another justification?
