Saying a country or a region is just to let OP know where do you want to colour.
Example: If im playing Germany, and there is a player in Spain.
I can invade Spain even without a border, but i will have to cross France first to get there, if there is a Player in France i will have to invade France first unless there is some rule specifically allowing invading through other players.
You can say invade Spain or just Invade Catalonia, both will cause an invasion of Spain, but the latter will focus specifically in Catalonia first.
You can also expand into neutral/non-occupied territory instead of attacking players.
