Yep, it's actually pretty common that people fail the drivers license tests here. Around 40% to 50% don't pass it on the first try.
Also an example for the crazy bureaucracy: Average income(working 40h per week) in the big cities in the east is 1000 up to 1500 €, an appartment will cost you in average 600 - 800 €, some people have 300 - 400 € left for the whole month.
