In my home country we get a lot of translators or journalists who speak the language well enough to get around but do not understand the culture. For example in the sports media room many western journalists will cheer for a team, or they'll make comments about the league that are sensitive to say. It probably doesn't matter too much shops but services perhaps.
Besides, I vaguely remember France having to give out cultural guides for visiting America to make sure they don't get arrested. You can speak English but American culture is vastly different.
