56% is a parody of the American population. It means that America's white population is dwindling. At the current estimate, white Americans are only 56 percent of the population of the entire country.
We call posters in here who have the American flag "mutts" or "ogres", implying they are themselves not pure white - that they are only 56 percent white like all of America.
