When our earliest ancestors had fur, their skin didn't have any kind of melanin, hence was white (as the chimp in the pic, or a dog if you shave it, or a sphinx cat). It is only when they started to lose that fur that melanin became necessary for survival in Eastern Africa. As human populations moved out to regions with less sunlight, melanin started to become a problem for D vitamin synthesis.
Of course, just because a mutation is more or less recent, doesn't mean something is more or less evolved. Both Africans and Europeans have had the same two hundred millenia of evolution since the apparition of Homo Sapiens
