Basically that timeline ended and it started a new one when Pucci “reset” the universe. People kept their memories unless Pucci himself killed them and then reset the universe. If Pucci would have ended up killing Emporio, than nobody would know he was evil and he would be able to control his own fate with「Made in Heaven」
Pucci’s goal was to make a world that he could control, because as you have already noticed, him, DIO, and other villains always blamed fate.
