• go to window tab and pick the last option
So here is the very basic way to do an image like these:
• open an image in gimp
• go to the filter tab
• hover with your pointer over the first categorie of filters and choose motion blur
• pick the zoom option
• change the lengh (50 works fine mostly)
• confirm it
• go to data tab
• export your image to an actual image file
• save it
