The government manipulated them into believing in them, sum the amount of power and resources given to them and you have a majority in your hands at the ready. Most of them never got into education (the government initiated "missions" and created schools and universities, but they do not serve quality education and are there to give hope to those who cannot enter a proper school/university), come from edgy-places, got tricked into believing that if they let go of this government they will have nothing and will not be able to get anything (anti-capitalism ideals), you know the drill. They will be pleased as long as they are given their "monthly" box of food, their momentary spotlight, and their bonuses, and these are getting pretty common now.
