If you think of a spectrum with order on one side and chaos on the other, Countries that share sensibilities to the culture in which I grew up innately feel comfortable. I think this is true for most people, there definitely are outliers and of course peoples sense of adventure drives them to places that differ from there own in an exercise in independence and rebellion.
I think this is the case for all wealthy countries in a state of peace. Those outliers that find a country that agrees with there sensibilities more than their home country do so possibly because they seem disenfranchised with there own country while not being able to identify with a smaller national subgroup, in such a case the act of moving away to another country brings with it it's own pleasures that negate the initial feeling of being out of sync with their surroundings.
Of course our ability to adapt to a new culture increases over time, people given long enough will come to see their current home as comfortable.
I am sure this is mostly bollocks though.
