And yes, you're right. But if you're missing the point I'm making in reply - forcing a meme is easy! If you're an admin you can do a lot more than just force a few memes. You could actively shape the community to go in a specific direction.
You can create entire threads full of fake people, just to make people believe a specific opinion is more popular than it is. These threads would be virtually identical to any real thread, even down to people checking digits.
Admins could in theory penalize posters they don't like until the posters start to behave the way they want them to. They could even do it without anyone even noticing it. Whenever a user starts talking about something the admins don't like, they could penalize them through load delays and difficult reCaptchas. And if the user says something you agree to, you could throw them a few fake (You)s to reward them.
